This position is field production performance driven; safety oriented with a focus on managing costs, leading hiring, and ensuring budgetary production KPI's are met.
The OSP Underground Construction Technical SME role assists a team of Tilson in-house Field Construction Managers (FCMs), to deliver projects on schedule, under budget and within quality and safety specifications.
Responsibilities:
Lead market-level hiring efforts in support of scaling Tilson's self-perform OSP Construction teams.
Serve as regional cultural steward for Tilson self-perform underground construction teams.
Participate in weekly safety meetings with Field Construction Managers & Construction Supervisors.
Serve as regional cultural safety steward for Tilson self-perform construction teams.
Work with operations and Safety and Set meetings as necessary to identify and correct trending issues.
Review JSAs, safety scorecards, field safety reports, utility strikes for self-perform and subcontractor partners and implement corrective action.
Work closely with Project Manager to ensure overall construction process meets or exceeds our clients' technical standards and schedule expectation.
Serve as regional technical subject matter expert for Underground Construction.
Know, communicate and drive Tilson's processes, procedures, and values for OSP Underground Construction.
Interact with State, City and municipalities representatives onsite driving safety and quality improvement.
Track performance, drive efficiencies, and improve KPI's across all phases of Tilson's self-perform operations in assigned markets and provide reporting to the Director of Underground Construction.
Collaborate in a cross functional environment with business partners from Fleet, Marketing, HR, Legal, Project Controls, Finance and Operations to facilitate and drive deployment of required field assets, maintenance, repairs, modifications and upfitting, staffing, and reporting.
Pro-actively identify potential production impacting risk factors arising from adverse municipality policies and business practices, staffing and equipment deficiencies, weather conditions, materials shortages and other related circumstances and provide recommendations for implementation.
Assist in the development and field implementation of Tilson's standard operating procedures and best practices from an operational and field safety perspective across all assigned markets.
Assist in the development and implementation of evaluating, tracking, and reporting for individual in-house drill crew employees and specific crews related to job performance for the purpose of holding employees, crew leads, FCMs, and FMs accountable and assessing merit-based promotions.
Monitor:
weekly production run rate planning each crew's daily location and activities.
Sites by crew based on geography, skill set schedule in partnership with the PM and CM.
Equipment management and maintenance.
Scope reviews with FCM and crew leads.
Reviewing bore logs to ensure proper drilling depths.
Qualifications:
4-year degree or equivalent related work experience.
Minimum of 7-10
years of underground construction experience.
Experience using MobileForce, Vista, Microsoft Office Suite, and Workday a plus but not required.
Strong problem solving, leadership, facilitation, organization, prioritization, decision making, and conflict resolution skills.
Demonstrated ability to lead teams and develop staff from within and ability to communicate technical concepts to technical and non-technical audiences.
Self-motivated and action orientated with strong results and deliverable focus.
Ability to work on multiple issues simultaneously and follow up on issues with minimal direction.
Effective verbal and written communicator.
